FLORIDA commission for the transportation disadvantaged

The Transportation Disadvantaged (TD) program is a statewide program through the Florida Department of Transportation (FDOT). TD services community members that do not have access to transportation, providing essential and life sustaining travel to medical services, work, school, grocery store, and various quality of life trips. A rideshare framework is utilized to maximize resources. ARPC proudly serves as FDOT’s Designated Official Planning Agency for the regional TD Program.

KEY ELEMENTS OF TRANSPORTATION DISADVANTAGED

Transportation Disadvantaged: Those within the community that have no access to transportation (for example, at-risk children, people facing financial barriers, elderly people, and people with health conditions or impairments).

 

Apalachee Region’s Designated Official Planning Agency: ARPC

 

Local Coordinating Boards (LCBs): Each county has their own Board consisting of approximately 18 members of different stakeholders. See Rule 41-2 of the Florida Administrative Code, sub-section 41-2.012 for more information on the required members. A list of LCB members can be found in each TD Service Plan (TDSP) for each of the counties. Plans are updated every year in the 4th quarter of the Fiscal Year.

Community Transportation Coordinator (CTC): Each county designates a Community Transportation Coordinator. The CTCs provide transportation directly, or contract with Transportation Operators. The CTC can be found in each TD Service Plan (TDSP) for each of the counties. Plans are updated every year in the 4th quarter of the Fiscal Year.

Transportation Operators: Transportation Operators provide supplementary transportation services in addition to the CTC, when CTC is unable to meet the demand. Currently, Leon is the only county within the Region that utilizes Transportation Operators (Big Bend Transit, Yellow Cab). The Transportation Operators can be found in each TD Service Plan (TDSP) for each of the counties. Plans are updated every year in the 4th quarter of the Fiscal Year.

The Commission for the Transportation Disadvantaged (CTD) annually designates an agency to fulfill the function of transportation disadvantaged planning in each county.  The ARPC serves as the designated official planning agency for Calhoun, Franklin, Gadsden, Gulf, Jackson, Jefferson, Leon, Liberty, and Wakulla counties.

The ARPC:

  • Staffs quarterly meetings of the local coordinating boards

  • Provides program & administration support

  • Monitors and evaluates the community Transportation Coordinators

  • Prepares an update to the county coordinated transportation development plans, and

  • Trains new local coordinating board members to help them satisfy their duties pursuant to Chapter 427, F.S. and Rule 41-2, F.A.C.
